No. The UTP3315TFL-II is a fully analog, knob-and-button bench supply — no USB data interface, no LAN, no SCPI command set, no PC software. The "Programming accuracy" specification on the datasheet refers to set-point accuracy (how close the actual output is to the dial reading), not remote programmability.
